The onus of picking up the expense of rebuilding after a natural disaster falls on the government vs. insurers. Whether we believe in climate change or not, the numbers speak for themselves.  Storms are more deadly and the costs associated with the clean ups are astronomical. Developing catastrophic insurance that is readily available may be the only way to change with the times and come to terms with the new normal.
